SDVOSBValor Construction Management, LLC (VCM) is a Service Disabled Veteran Owned Small Business “SDVOSB”, HubZone, Small Business Administration (SBA) based in Pahokee, FL.

As a general contractor VCM has been in business for over 10 years. VCM has worked extensively with Veteran Administration’s facilities and the U.S. Army Corp of Engineers in Florida and Puerto Rico. Our markets include safety consulting, general construction, electrical construction, and site civil projects in south and central Florida for industrial, commercial, and government projects.

VCM Design/Build projects have allowed us to work with leaders in the fields of engineering/design, solar power systems, HVAC, mechanical, electrical, and program controls. Our attention to detail and commitment to customer satisfaction ensures that contracts are completed ahead of schedule and under budget.

Brian Leavy
Brian LeavyOWNER, PRESIDENT, CEO
Brian Leavy is a retired Commissioned Warrant Officer and a service disabled Coast Guard Veteran, with over 23 years of military service. Mr. Leavy had a distinguished military career, and is currently certified in Environmental Safety Compliance.

As President of Valor Construction Management, Mr. Leavy leads the company with his methodical and thorough decision making process, garnering a solid foundation of trust and cooperation among team members. His administrative background and management experience with government entities provides VCM with the insights necessary to meet the requirements of government agencies such as Common Vulnerabilities Exposure, OSHA and the USACE EM385 requirements.

Mr. Leavy’s vast knowledge in civil and naval engineering construction, leadership and steadfast work ethic embodies the vision and values of Valor Construction Management. As VCM’s in house Chief Safety Officer, Mr. Leavy oversees all onsite Safety Monitoring for Valor Construction projects.

David A. Behringer
David A. BehringerOWNER, VICE PRESIDENT, CONSTRUCTION MANAGER
David A. Behringer has been involved in general construction his entire life, by way of his father. Over 35 years of experience in managing construction projects has developed his keen attention to detail, which he rigorously implements on all contracts. As VCM Vice President and Senior Project Manager, Mr. Behringer acts as the primary contact for government contracting officers, (COTR), design-build partners, and VCM’s bonding team.

Mr. Behringer has played a major role in the success of VCM’s work with the Veteran’s Administration, USACE, and Commercial projects in Florida and Puerto Rico. His knowledge and understanding of these markets, along with his ability to find and secure quality design engineering and subcontracting partners has created a recipe for successful projects.

Specializing in large-scale renovations such as manufacturing facilities, helicopter hangars, solar power, and a myriad of general construction projects, Mr. Behringer’s strengths lie in developing teams and solutions that minimize cost impacts, cementing VCM’s reputation as a competitive contractor in the US.

Bill Ulrich
Bill UlrichVCM Electrical Division Manager - doing business as - SDV ELECTRIC
Bill Ulrich leads the VCM electrical division, SDV Electric. Mr. Ulrich has a fifteen year record of success as a project manager overseeing all phases of multi-million dollar electrical construction and infrastructure projects for government and commercial clients.

Mr. Ulrich has managed crews of up to 70 personnel on construction/demolition projects at new data centers, hospitals, municipalities and a variety of other locations. Mr. Ulrich’s strong credentials include a proven history of timely, cost-effective, and high-quality service. Mr. Ulrich holds a Florida Certified Electrical Contractor License – EC-13006102.

SDV Electric is the certified prefered installer for Florida Power and Light and sole source installation provider for Schneider Electric in Florida. His relationships with experienced union journeymen and apprentices ensures highly experienced and skillful completion of all electrical contracts.

Zoila RiveraOffice Manager
Mrs. Rivera, a native of Pahokee, FL, has worked with VCM for over 7 years. Mrs. Rivera started as a general clerk and quickly advanced her skill set and responsibilities to fulfill the position of Office Manager and Administrative Assistant. Her sharp management skills, coordination efforts, and careful reporting make Mrs. Rivera an integral part of the VCM team.

RESOURCES

Over the past ten years, VCM has contracted and completed over $20,000,000 in government projects and over $35,000,000 in combined government and commercial total work. Twenty five of these projects were design-build ranging from $5,000 to $2,500,000.

VCM is proud to offer bonding capabilities of fifteen million total aggregate and four million per project.
